What Is Happening to Dana Point Harbor in 2026, and When Will It Be Finished?

I walk the harbor most Sunday mornings. It is one of those rituals that grounds me — the salt air, the boats, the familiar rhythm of the place. Last Sunday I walked it again, and something stopped me: some of the spots I have loved for years are simply gone. The buildings are down. The pavement is cleared. Where there used to be well-worn storefronts and casual restaurants, there is now open sky and construction fencing.

It was bittersweet in the way that real change usually is. And then I thought about what is actually being built in their place — and I felt genuinely excited.

The Big Picture: A Nearly $600M Public-Private Partnership

The Dana Point Harbor revitalization is not a renovation in the traditional sense. It is a comprehensive reimagining of one of Southern California's most recognized coastal assets. The project is managed through a public-private partnership between Orange County and Dana Point Harbor Partners LLC — a consortium formed in 2018 by three firms: Burnham-Ward Properties, Bellwether Financial Group, and R.D. Olson Development. Together, they hold a 66-year ground lease on the harbor.

Each company is responsible for a distinct component: the commercial core, the marina, and the hotels. That structure matters because it means construction is happening on parallel tracks, on different timelines. What Is Already Complete

The New Parking Structure

The first major landside construction — a $45 million, 984-space, three-level parking structure — opened to the public on July 3, 2025. It sits at the new harbor entrance at Golden Lantern and Dana Point Harbor Drive. The top deck has panoramic ocean views and has been structurally reinforced to serve as an event venue for concerts, the Christmas boat parade, and community gatherings. Mature transplanted trees surround the building, including a 60-year-old pink melaleuca that makes the structure feel far more established than its age.

Marina Progress: Two-Thirds Complete

The marina — a $180 million project overseen by Bellwether Financial Group and constructed by Bellingham Marine — is running ahead of schedule and is now more than two-thirds complete. The new docks use all-fiberglass construction with no treated wood and no ferrous metals, making it one of the most environmentally advanced marina systems in the country.

Phase 11 dock construction (Docks G through J in the East Basin Island) began in mid-January 2026 and is anticipated to open for boater occupancy in late spring 2026. The full marina is projected to reach completion by 2027.

Construction on Mariner's Village, Phase 3 of the Dana Point Harbor commercial core, began in August 2025. Seven new waterfront buildings are targeted for completion by end of 2026.

The most visible active construction in early 2026 is Mariner's Village, Phase 3 of the commercial core. Located between Dana Wharf and Casitas Way, this phase includes seven new commercial buildings with waterfront restaurants, retail, rooftop decks, outdoor event spaces, fire pits, and public green areas. Construction fencing went up in August 2025, and completion is targeted for the end of 2026.

Plans include a food hall concept called Boathouse along with multiple new restaurant buildings. The waterfront boardwalk will more than double in size, eventually creating a continuous walkable path from Doheny State Beach all the way to Baby Beach — one of the longest walkable waterfront promenades on the West Coast. Some long-time tenants are staying and adapting throughout construction. Donna Kalez's Dana Wharf Sportfishing and Whale Watching remains open. Wind and Sea continues to operate. The vision is to layer new energy onto the harbor's existing identity, not erase it.

Phase 4 and Phase 5: Dana Wharf and Beyond

Phase 4, which covers the Dana Wharf area, is anticipated to get underway toward the end of 2026. Phase 5 — which includes expanding the parking footprint and redeveloping the area currently occupied by The Brig and Harbor Pizza — is likely to begin in mid-2027. Each phase is sequenced to keep the harbor accessible and commercially functional throughout.

Two Brand-New Hotels Are Coming

The Dana House will be a 130-room boutique hotel, similar in character to the Lido House. The Surf Lodge will be a 167-room property focused on surf culture and an active coastal lifestyle. The development team has stated a goal of having at least one hotel open in time for the 2028 Olympics, when Dana Point will host sailing events and draw significant international attention.
